DC Nonprofit Workers Deserve Fair Pay
D.C. nonprofits provide vital services—housing, food access, youth programs, healthcare—but too often, the people doing the work are underpaid because the city doesn’t fully cover indirect costs like salaries, rent, and technology.
That’s about to change.
Councilmembers Brianne Nadeau and Frumin, Lewis, George, and White introduced the Nonprofit Services Preservation Amendment Act of 2025 to ensure nonprofits get reimbursed for the true cost of doing their work, including paying their staff what they deserve.
- Raises the minimum indirect cost rate from 10% to 15% (the current Federal minimum)
- Supports that indirect cost funding is not a substitute for program funding and instead a supplement to program implementation
- Improves contract transparency and agency training
- Creates a relief grant program for nonprofits facing funding gaps
When indirect costs aren’t covered, nonprofit workers are the ones who sacrifice. This bill honors their work and helps nonprofits stay strong for the long haul.
